As far as my understanding of the language serves, almost all of the viet language is taught in the northern accent.

To me, the northern accent sounds like teochew (nice tone) and southern sounds like hokkien.

Smile I've been to Hanoi and like the weather there. But report to Saigon every month. Kekeke riding my motorbike around the city. And I love to sing tieng viet songs everytime when I visits the karaoke. Last month, I recording a CD from Jetstudio too. Just for fun bro.

I find that Northern Viet is more formal and "proper" while the Southern accent is more friendly and "relaxed". e.g. When asking for someone's name, in the north they will go like Ten ban la gi?, whereas in the south, it is very much more informal and goes like Em/Anh ten gi? No la and they will go straight to addressing you anh or em...
